A wind turbine on the Mottbruchhalde mining heap in Gladbeck - a striking testimony to the more than 200 year mining history of the region - would be an important and widely visible signal that the energy transition and thus an important part of our shaping the future in the Ruhr area will also succeed.
About the energy transition
The energy transition in Germany is desired by society as a whole and has been resolved in Parliament. In 2019, the phase-out of coal fired power generation by 2038 was initiated, and wind turbines have been installed on numerous mining heaps in the Ruhr region. In Gelsenkirchen, Dinslaken and Moers, STEAG and its partners have already been able to implement projects in agreement with the respective local authorities. Experience has shown that mining heaps are ideally suited for climate-friendly power generation using wind energy. For this reason, the NRW State Development Plan also designates mining heaps as preferred locations for the use of renewable energy sources.
About the project
Gladbeck-Wind GmbH, a joint venture of STEAG and RWE, intends to invest around five million euros on the Mottbruchhalde and erect one of the most modern wind turbines available today. The wind turbine is intended to generate climate-friendly electricity, the volume of which will mathematically cover the annual requirements of 3,500 households. The necessary permits have been available since February 2019. Depending on the amount of the funding commitment to be obtained in an auction, the project is expected to generate a trade tax inflow of Minimum € 25,000 per year for the city of Gladbeck for a period of 25 years.
Use of cutting edge technology
The wind turbine planned on the Mottbruchhalde is a state of the art generator. The Enercon E-138 EP3 wind turbine, planned for installation on the Mottbruchhalde, has a hub height of 131 meters, and the rotor diameter is 138.6 meters. If a rotor blade is exactly vertical above the hub, the total height of the turbine is almost 200 meters. This is below the average of the onshore wind turbines commissioned in 2018. Gladbeck is 40 meters above sea level, and the Mottbruchhalde itself is 60 meters high.
Consideration given to concerns of local residents
To protect residents in the immediate vicinity of a wind turbine, the strict application of the Federal Pollution Control Act (BImSchG) is mandatory. Harmful environmental impacts caused by emissions into the air, water and soil are thus to be reduced or avoided. Compliance with the limits for the maximum permissible duration of shading was also carefully checked by the Lower Pollution Protection Authority of the Recklinghausen District.
Wind turbines must also not have a visually disturbing effect on the neighborhood. In order to assess the situation in the Gladbeck district of Brauck, several visits were made to Welheimerstrasse, Boystrasse and Brüsseler Strasse, most recently on 1 August 2018. This on-site inspection took place with participation by the Gladbeck city council and the Lower Pollution Protection Authority of the Recklinghausen District. The expert opinion on the visual impact comes to the conclusion that the planned wind turbine on the Mottbruchhalde will not have an oppressive effect on people’s homes.
Fencing off the wind turbine or the mining heap…
… is not made necessary by the wind turbine and is therefore not planned. Here, the mining heap location does not differ from other locations of wind turbines. For example, the turbine will have an automatic de-icing system that prevents ice from falling, as can be observed in older systems. Sensors on the rotor blades of the Enercon E-138 EP3 measure the degree of icing. If icing occurs, the turbine is shut down immediately and the hollow rotor blades are defrosted from the inside with hot air. When the rotor blades are free of ice, the turbine can resume operation. As a result, ice shedding is not a reason for fencing off of the wind turbine. Residents can use the Mottbruchhalde for leisure activities without hindrance.
Involvement in IGA 2027
The Regionalverband Ruhr (RVR) regional association will be hosting the International Garden Exhibition (IGA) in 2027. The city of Gladbeck is planning to take part with two projects and has registered the Haus Wittringen leisure center and the Brauck “slag heap landscape” with the Mottbruchhalde as project ideas. Climate protection, energy and the environment are topics which play central roles in the overall concept of the garden exhibition. Through the structural combination of the mining past and pollution-free energy generation, visitors can grasp key environmental issues relating to climate and energy. Gladbeck-Wind GmbH is offering to contribute to the IGA’s range of topics, for instance through an energy education trail, display panels on the subject of renewable energy sources and the energy transition. But we would also be happy to talk about other ways to contribute our knowledge or capabilities, e.g. in the form of contributions to the infrastructure.
Readiness to talk
Since 2011, Gladbeck-Wind GmbH has been working to achieve a constructive dialogue with the Gladbeck city administration and the residents. Over the past few years, the company has also made firm proposals for the joint development of the slag heap landscape. The development of comparable projects in Dinslaken, Moers and Gelsenkirchen also shows that joint project development with municipal corporations and the city council is possible and that Gladbeck-Wind’s sister companies have also carried it out successfully. Gladbeck-Wind GmbH has submitted this offer in Gladbeck on several occasions in recent years and last confirmed it to the city administration in February 2019, a few days before the approval under the terms of the Federal Pollution Control Act was granted. The City of Gladbeck has filed a lawsuit against the pollution control approval with the Administrative Court of Gelsenkirchen (Case No. 8 K 1199/19).
